Trump's program is for everyone who isn't in the top 1-3% to pay via cutting government services and increased taxes. It's that simple (albeit, hard to accept).

Sounds more like child abuse than "welfare checks". There are plenty of Law enforcement and CPS officials and School Counselors already doing welfare checks!
