NASA contracts with companies for the development and construction of spacecraft…and the lunar lander for the Artemis program (SpaceX has received substantial contracts for this), according to NASA.

The Space Force awards contracts under its National Sec Space Launch (NSSL) to ensure access to space for national security missions.
