I feel you could tweak the graded points. I think it's harsh if Samoa loses to Australia they lose 3 points while if USA beat Netherlands in Group B they gain 2 points. Maybe the higher the group, the more pts you get. If grp A def. Grp A they get 10pts. If grpB def. GrpB, most they can get is 5pts.

Very good article and it's always hard to rank teams when there are so many variables. Your system works well but having the Netherlands in front of Tonga & Samoa is an obvious head scratcher. If Tonga or Samoa played Netherlands they would win by 60+.
