I do not hope a DLC wins, tho. I'll be rooting for Astro Bot. An absolutely delightful platformer that is Mario meets Sackboy plus the PS5 controller. It's incredibly immersive and plain and simple fun. What games are all about. Will play FF7 and Metaphor before final judgement.

The tough part with DLCs is many are as large as full games. It's equally imbalanced to judge a 20-hour DLC against a full game as it is to compare a DLC to a season pass packet of content. But in the GOY category, all genres are compared. So overall I'm against excluding AAA DLCs from GOY.

However, that doesn't solve the GOY issue. All games eligible within the sub-categories should also be eligible for GOY. Often times GOY games win several of the sub-categories for which they are nominated. See Baldur's Gate from last year.

The addition of a "Best Expansion" category is a good idea. It could include not only DLCs but season pass content from live service games. Might even eradicate the "Best Ongoing Game" category which seems to feature the same three games each year.
