Because while in some prisons they had some degree of oversight. In ICE they'll have no accountability and get paid very well for a job with almost no qualifications needed.

Ahhhhhhhhh! And they're already mentally trained in Gestapo tactics, they're already full of anger, hate & predjudice toward people, they already have a distorted understanding of power. Now I get it. Thanks for pointing this out.
