P.O.E.T KINGSTON Peer Outreach Empowerment Team Kingston - POET Two nights ago I found a man face down in the snow he had a thin layer of ice that had started to form over top of him and when he lifted his head I did not recognize him because of the swelling. I asked him how long he had been there he said I think 5 minutes. That was impossible considering the ice that was starting to accumulate on him. He went to emerge, with ice burns and frostbite. That was two nights ago. Tonight we're expecting an ice storm. And still the City of Kingston - Municipal Government has done nothing to protect these individuals
