He doesn't have the authority. Congress decides where the money goes. This was made explicitly illegal in the Impoundment Control Act of 1974. This is how Trump has been operating, try illegal things then it is rejected by the courts. As long as America is still America, aid will be fine.

When I was young I traveled by myself across Quebec. I, an American, had culture shock when people would talk to me in public. I had old ladies join me for lunch in the park to talk about their kids. We don’t need to treat young men like heroes, but not assuming they are a predator goes a long way.
