Over the course of her decorated middle-distance running career, Hoffman participated in 4 Olympics, 2 Commonwealth Games, and 4 Pan American Games. She was also an outspoken activist who believed in athleticism as an opportunity to push back against barriers, refuse limitations, and inspire others.

The complete and original declaration made in 1967 outlined 11 articles demanding that the Universal Declaration on Human Rights be amended to include changes to protections and language to ensure there was no discrimination on the grounds of sex.

The CBWC, as a national organization, was launched at the fifth National Conference of the Congress of Black Women of Canada, a gathering that began in 1973 and was initially convened by the Canadian Negro Women's Association (CANEWA).

The first edition of the newsletter was published in 1972 under the then named Newfoundland Status of Women Council, following the Royal Commission on the Status of Women report.
