All true. The court is ordering them to figure it out. But, technically, a US Court has no jurisdiction to order the Salvadorian government to send him back. Hence the language of the court's order.

Why does the Times say, "Supreme Court Sides With Deported Migrant" instead of Supreme Court upholds the rule of law? The headline is disturbing.

The issue is that at this point, since the man is in El Salvador, the United States does not have jurisdiction to order the Salvadorian government to send him back.
