Plus HOAs cant get past their own egos to allow natural lawns. Its much easier to scout out lawn violations from your golf cart if you require water wasting landscapes and the environmentally damaging looks that come from a "clean" lawn

Because its a cheaper up front cost to the developer throw down sod and sell the plot then they was their hands of it and move on to the next. They never think of native florida plantings because that would take more effort and money up front and eat into their profits.
