Fyodor looks similar to Mori and I believe this is intentional. I'd say Elise is Mori's way of dealing with his guilt over what he did to Yosano and Dazai, she's a mix of everyone he's abused that lets him take care of her with resentment. Both Mori and Fyodor's abilities are manifestations of guilt
