I haven’t done this on hair before, but for caked on dirt and pen marks on doll faces I’ve used a mixture of baking soda, dish soap & water & scrubbed it off. Maybe worth a try on Roxy’s hair. Have fun!

Dang those black streaks! I found a dirty Roxy doll myself last year. All I did was shampoo & condition her, and her hair bounced back like brand new. Good luck removing those streaks!
