When will the authorities learn that allowing these dangerous drivers to drive, with only points as a deterrent, is not enough to stop them offending. Maybe points and a 3 month ban for a first offence.

Illegal motorbikes are, as you have discovered, a big problem. Luckily the riders own vulnerability is a limiting factor to the risks they take, because police just drive straight past them. I have to remind myself that drivers are far more worthy of police attention.

If we decided to use resources to retest it would make sense to consider applying equivalent extra resources to enforcement. Looking at the bigger picture, preventing KSIs could save billions. Spending a fraction of that on a strong deterrent would be very effective and efficient in comparison.

I have lots of evidence of the police lying and refusing to enforce the law. I've recorded phone calls from then talking absolute shit about close passes. I have no idea why you think they do a good job. Every ride a take I get close passed due to weak enforcement. How about you?

You don't have a comparison between like for like offenders. Word of mouth about a credible risk of enforcement and points is what police have always refused to provide (since they stopped riding bikes on the beat).
The Police need to put right previous failings (read refusal to enforce the law).

And the deterrent effect to those not caught yet? Courses aren't offered to the most extreme cases, so this isn't a like for like comparison. Those offered courses are as dangerous in the first place.

I'm putting the case that the fear of points is more effective than the fear of zero points. Especially given weak policing encouraged dangerous behaviour or licenced drivers who have passed a test to prove they understand the rules.

But what amount of actual behaviour change compared to points and a fine, and what's the difference in behaviour change of those not caught be would fear points in their licence far more than no points and a course?

Because their inaction got us where we are now, and even now they downgrade clear offences to courses, words of advice, or simply refuse to enforce the law.

So you have stats that show prosecuting careless driving, or downgrading to a fixed penalty notice of 3 points and a £100 is a less effective deterrent than a course and zero points?

I'd go for a credible risk of prosecution of offending drivers. We all know lots of drivers who've just passed a test ignore the rules. It is far more about the risk of getting caught than knowledge of the rules.

Figures are different to SY Police area, especially earlier on where SYP refused to enforce the law at all, as did most forces out of the WMP area

Can you also point out the difference in behaviour you posted about when you switched from roadside courses to NIPs
OP seems to think warnings and courses work better than points at behaviour change when knowing a close pass means zero points, it's a weak deterrent.

I was wrong in this case, but I clearly have a better understanding of SY Police attitude towards cyclists. They have indeed improved massively, but they still fail a lot, and almost always go for offering drivers courses regardless of how bad the drivers behaviour is.
