I mean, Newport *is* a city. But my point is it's very easily close enough to Cardiff, Bristol, Bath, Gloucester, Cheltenham, etc... I think issues are resource, culture, wider CS management, way before you start on geography in this case.

I'd say the radius from which you could commute to Pimlico in the same time would be eyebrow raisingly smaller. And that's before you factor in remote working. I think the location issue re ONS is a slightly (albeit inadvertently) condescending red herring.

Can I suggest this is a very 'London' way of thinking? Outside London the *overwhelming* majority of people drive; Newport is extraordinarily easy to commute to from more places than either Cardiff or Bristol.
