If you're getting black and white flickery/glitchy artifacts in Paint.NET since version 5.1, I finally figured it out:
TURN OFF NVIDIA'S "FAST VSYNC"
This isn't a PDN bug, it's just NVIDIA giving everyone a footgun that sounds really cool. Apparently it's a nasty hack.
