The exact moment he tried to stay over his first term, his life as a free man should've been over. If the legal system was truly unable to do anything about him with 4 years, then there is no conclusion*except* that the system is rotten and fatally flawed.

If the IRBs coordinate to make mods, it will ofcourse be better than if PIs just decided to shorten the study. Similar mods happened during covid. Virtual visits for example.
