The 2019 ruling granted Villanueva’s Motion for Reconsideration, reversing the 2016 decision and dismissing the case entirely.

The Ombudsman also cited findings from the NBI showing that Villanueva’s signatures in the questioned documents were forgeries.

The 2019 decision found no adequate evidence linking Villanueva to any embezzlement or misuse of funds.

“There is no adequate evidence on record showing that Villanueva was actually involved in the embezzlement of ₱9,700,000.00 in public funds.”

The questioned funds came from the 2008 PDAF allocation of Villanueva as CIBAC Party-list Representative.

The ₱9.7M was intended for agricultural livelihood projects implemented through the NGO Aaron Foundation Philippines, Inc. (AFPI) and National Agribusiness Corporation (NABCOR).

Villanueva filed his Motions for Reconsideration in November and December 2016, contesting a previous decision that found him and others guilty of grave misconduct and serious dishonesty.
