He can't get re-elected for another term. He's late in his life. He doesn't have much to lose once his 4 years are over, and the people that hate him will continue hating him, and his loyal cronies and suck ups will remain loyal and keep giving him the power high he gets off on.

His being seemingly obsessed with power and dominance explains more than his supposed business acumen, honestly. He's the type to make bad business decisions if it is a power play and he doesn't look like he caved in to some other party. It's horrid and embarrassing.
