BBC consults Ofcom, Ofcom says hell no, BBC drafts complaint, BBC and EBU meet to discuss said complaint, EBU figures out options for Malta, EBU informs Maltese broadcaster. Probably more steps I haven’t thought of. None of this is gonna happen instantly

It sounds like the EBU were originally fine with it and Ofcom forced the BBC to say otherwise? A complaint of this nature would require solid evidence in a report and that takes time to draft, especially when regulators and lawyers are involved. A month is honestly pretty quick
