The problem is that while that usage case is the official line, weeks after this plant was announced NB Power was reporting that we are at risk of surpassing baseline capacity in the next few years.

It's possible they have MERV13 filtration in place, reducing the pathogen threat, and just aren't introducing enough fresh air due to heat-recovery concerns, but as someone else pointed out those levels are unhealthy no matter what.
