This biases recruitment against those who just want to study here and don't care about right-to-work. A better policy would be to forget the fees and just sell right-to-work visas to graduates, too. An even better policy would be to stop worrying about student visas.

"Outsider" seems wrong (unless there is some special context I am missing), but "underdog" is indeed difficult to translate. "Sfavorito/a" is perhaps the closest equivalent, but it is rarely used. By contrast, it is normal to refer to the expected winner of a contest as the "favorito/a".
