He did! He gets little credit for the fact Parliament invited him to rule after the Cromwellian & republican era, but they didn't have to choose #CharlesII.
If he'd developed differently, they may not have invited him.
And they knew he was, as you say, a little dodgy.

At St Paul's the din is so loud, he's inaudible 3ft away, and he's almost too dazed to speak further on.
He'll be crowned once a crown is made.
