IMHO, He has several screws loose and his handlers can't keep him juiced and tightly reined all the time. His narcissism keeps him from admitting how far gone he is. Probably they cajole and use flattery to manage him, but after an hour?

Extracting 'promises' from the Republicans isn't worth the toilet paper they scrawled it on - because they either outright won't honor it, or at best they'll connive to make it impossible to get an ethical vote on it.
Should have held out while the courts and lawsuits played out.
