This reminds me of a very interesting observation a couple in 2022:
While taking SQC measurements from a park in Montreal's suburbs, I noticed that the zenith became darker just after the clouds cleared overhead but were still covering Montreal (2nd image). The clouds acted like a blanket over MTL

By the way, while these decorative street lights do have a prismatic lens, they are better than they might seem and emit ~120 lm of uplight (2.5%)

Here’s an example of how color and brightness can be used selectively for specific applications instead of painting everything in harsh white light. Street light are 2200K LED, pedestrian crossing is 4000K.

This picture, taken in January from the ISS, reveals a true transformation of Quebec’s nightscape, marked by the wide adoption of white LEDs in public and private lighting.

In contrast, the Mont-Megantic International Dark Sky Reserve can be seen with its dimmer and amber-colored lighting.

Not as pretty as a picture, but way more geek ;)

Here’s last night's lunar eclipse seen from the TESS-W photometers located in southern Quebec. These instruments measure the sky brightness by looking toward the zenith. (darkness increases the higher you go on the y-axis).
