They will argue so much money is invested in it that if it fails it will crash the stock market. Basically they are holding people's pensions and 401k's hostage, it's an ugly thing.

One more reason they may be unwilling to open it. The fear it has already been raided, no one wants to be the one who opens the vault and finds it empty.

The reason it remains is simple, the rules existed because they fear that the government would create laws if they didn't.
In essence this is a perfect refuting of the idea that Free Markets are self regulating. Google allows this because morals would interfere with their bottom line.
