This is funny because this isn't true anymore. GIMP 3.0 can apply effects on text non-destructively without rasterization.

Have you tried running CSP via wine? I've gotten good results with that, although I've heard it doesn't work with v3 or v4 licenses (i have v2 EX)

Depends on budget, OS, system dimensions etc. Go Nvidia if you are ballin or need certain features such as CUDA (which I unfortunately need, sadly). Go AMD if you want better pricing, or if you're on Linux. If you want the best pricing, go Intel but be warned they are not as mature as other options.
