Nope. They are not discriminated any more than Asian immigrants for example. In fact, it is the other way around - Asians are discriminated, when Black and Hispanics as well as LGBT members are taken based on race/gender rather than actual accomplishments, achievements and tests.

They dropped because Black and Latinos do worse on any test or any exam, including SAT or ACT. You can go to college board and see it.
