It sucks, but how would you even craft the rule? If you outlaw intentional walks, teams will do unintentional intentional walks like Ohtani's last plate appearance. Betts and Freeman always batting with a runner on base is pretty big disincentive already.

Oregon and Penn State are public schools. Thanks to FOIA, we know how much their athletic departments receive and spend, including how much allocated to football. Reports had Oregon around $23 million in NIL. Even if Penn State was at $0 (it’s not close to $0), that’s less than the $35 million gap.

I mean that’s easy to say, but has that actually been the case. According to public records that have been released, Penn State has spent more than Oregon on football operations. Oregon reportedly has not been at the very top of NIL payments either.
