Heritage idea -> Romneycare-> ACA framework. Just bc Obama changed aspects of it doesn’t change its origin story. Dems didnt write their own, they took RomneyCare and modified it. For the better but it’s interesting Romney had bipartisan support but Obamas version of their framework was partisan.
