The good oil is that there is a large fund in NSWPF annual budget set aside to pay out civil claims. Many are now just being paid out rather than face the embarrassment of a trial.

You have to get your "proactive figures" up. Just like "move on" directions. NSWPF have lost sight of Sir Robert Peel's concepts of modern policing.
