Yes but they are independent of the Government. The Chancellor appoints a number of roles, including the Bank of England, but they aren't responsible for the actions of those bodies. It's clearly a mistake from one of the team at the OBR, why that becomes the Government's fault is tenuous.

Hasn't it been leaked by the OBR rather than the Government? This Government has a lot to be blamed for, but they're not responsible for the independent OBR...
