China started piloting local ETS in 2013.
According to EDF the initial phase was launched in 2017.
Carbon Brief puts the official launch at 2021.
Emissions in China continue going up.

OK, let's look at the ETS.
Introduced in 2005.
Emissions have been falling in the EU since 1979.
And continued to do so at pretty much the same rate after the ETS started.

It depends what you mean by "the desired impact".

For the sake of argument, let's say that the desired impact of carbon trading is to reduce the level of CO2 in the atmosphere.

In that case, it's not looking too good, is it?

The first carbon offsetting project was in 1988.
