I think that's workable idea, tell FIFA you refuse to play in the USA and will only play in Mexico and Canada and if they won't allow that then boycott the whole event.
I think FIFA are almost as corrupt as Trump, the negative publicity would be huge.

It's not great for either side, from my understanding but, he has to be stopped.
I doubt the threat will make any difference to Trump but this might be enough to force an impeachment, he's losing support from his own party over this issue.
