There’s Cabinet-shakeup chatter: reporting says Trumpworld is eyeing changes at DHS, w/ Kristi Noem’s shop under scrutiny because of the outsized, “shadow secretary” role of Corey Lewandowski. If DHS leadership flips, that’s yet another layer of instability around FEMA.

Keep FEMA in DHS but shrink it into a lean grant-making shop, cut staff nearly in half, and push more cost and responsibility onto states and locals (e.g., lowering the federal cost share from 75% to 50%).
