Possibly a reference to al-Ghazali? In the intro to his c18 trans of the Quran, Sale quotes al-Ghazali via Pococke critiquing people who unscrupulously claim divine revelation, "saying, It hath been thus said to us, and We have thus spoken." Page 177 of the 1734 edition.
