A new highway connecting the Port of New Orleans with I-10 would reduce congestion in the city and improve the economics of the Port. Rep. Wright’s HB 687 would authorize the state and Port to enter into a P3 to build it, a proven method successfully used in several cities, like Miami’s port tunnel
