Biden said he wouldn’t enforce the law that would impose astronomical penalties ($5k/user/day) upon TikTok for continuing to operate but he failed to put that in writing

TikTok was smart enough not to take him at his word & shut down

I would caution any use of a VPN until you’ve read the legislation & understand the penalties. At one point fines were extremely steep ($250,000) with 10 years in prison for using a VPN or otherwise going around the law.

Not sure if that made it into the final bill that was passed, or not.
