The trans shooter specifically mentioned targeting 'gun free zones' in his writings and also mentioned not targeting anywhere with armed security. So yes, at that school in that blue city in that blue state, guns are banned.

Approval is one thing, did he request it? Also, You keep ignoring the Home Rule Act of 1973, that gives the president the authority to use the Guard at his own discretion for 30 days. I'm guessing that's because you KNOW that particular law covers DC specifically and makes what he's doing, legal.

DC doesn't require ANY request from ANY governor, since they aren't a state, or mayor for the president to federalize the Guard. The authority for him to do that is the Home Rule Act of 1973. He has the authority to use the Guard for 30 days before he needs congressional approval.
