Failing to notify Congress before making major changes to the agency may have transgressed the Administrative Procedures Act, and freezing money appropriated by Congress for foreign aid could be in violation of the Impoundment Control Act

I started out as a baby photographer interning for an english daily in Kathmandu. Bozeman’s protests are very different but it’s nice to get back to my roots. I’d like to make it to as many protests as possible. Cheers, good to meet you today.
