… and whether morphology (in the sense that Meillet uses in his 1925 treatise) is actually a meaningful contributor (as opposed to, let's say, morphophonology).

Thanks for this! A simple answer: the abstract had a word limit 😅, so the phrase "(and, to a lesser extent, morphology and lexis)" was cut.
One might discuss to what extent Bopp's approach is already exactly that of the later Neogrammarians (in method and goal), …
