The reason I was looking for clarity is that there already is a precedent for "As long as X, this object has Y" to only function on the battlefield, as shown by this ruling on Soulflayer, which goes counter to your ruling about the Soul Cauldron, as the card doesn't have the granted ability in exile

The CR update today doesn't seem to say anything about the Max Speed working outside the battlefield, even if it grants an ability that works outside the battlefield, and no other rules have been updated to allow this.

Is this an oversight?
