I applied Regiomontanus. It does not change the chart much. And we still have to contend with the fact the text indicates it's a Wednesday but actually day on the 10th of March is a Sunday. Moving it a month forward gives us all the conditions stipulated in the text.

The chart for the 3rd hour on the 10th of April 1641 in London, England, corresponds perfectly to the example seal given in the text for the 3rd hour. A ♊ Asc. gives us Mercury as the ruler, and puts ♈ in the 12th House.

So perhaps there's at least a possibility that the author got the date wrong.

I went ahead and cast a chart for the 1st hour on the 10th of April 1641, for London, England. It seems to line up with the conditions described in the text and illustration. Lord of the Asc. is Mars, and Aquarius is in 12th House.

Keep in mind they were using a different calender, as noted by JHP.
