I feel blocking is like cutting the grass on Wembly with a nail clipper. I recommend text filters. Always some words that just nailes it and do a greater part of the dirty work.

Try it, set a time limit of 7 days, just for test.

Basically, on .NET Framework below 4.5, objects used signed 32-bit int as an internal length value, giving 2GB max. In short, this was an issue back in 32-bit era more than a decade ago.

IMHO opinion and being a CN writer:
Community Notes looked good in theory, but after 2-3 months of battle, it was clearly having major faults.
- lack of guidelines for use
- a major account has followers who will defend him
- idiotic discussions inside a CN, arguing on tiny details
- always NNN
