Additionally, if all that is required to advance from N to Class 5 is no tickets after 2 years.. they may not even have driven any distance! No solo confidence. No gained experience. No having to maintain a car, or operate one.

Time since X was achieved, is not enough to advance a license.

The Class 5 test is important because it highlights bad driving habits while flying solo and offers us a chance to correct them..

Only one hand on the wheel,
Fiddling too much with the stereo,
Not shoulder checking when turning or changing lanes,
Forgetting how to check vehicle's safety systems.

What the bill the video references does is remove the additional road test from N to Class 5, because officials want to increase accessibility for folks in smaller communities, and believe it doesn't affect safety all that much.

And finally, Class 5. Full license, no restrictions. You've proven to be capable maneuvering your vehicle around quickly, precisely, safely. You know road types, Do's and Don'ts, and maintained a clean record for 2+ years (no incidents or rules broken).

N - New Driver. You should have some practical driving experience from your L, and know how operate a car.
Now, you're building your confidence by driving solo. A lot of how to operate a car is experience with *your* car. How to merge, fill in a gap, steering radius, tire grip, acceleration, braking

Why do I think we have the graduated license in the first place?

L - Learners Permit. You've learned the rules of the road on paper and tested good. Now you're learning to read signs while operating your motor vehicle, at speed. It's a lot to process but you have an experienced Class 5 to help you.
