Putting locks on the outside is indicative of either keeping people out of the shelter because it seems like it CAN open from the inside if it's locked on the outside (maybe cause of the door opening for Kris at the end of ch3).

I've run circles in my brain trying to figure out when the shelter keypad codes were implemented in canon cause if Carol did it (maybe after dess disappearance?) then why would she trust other people with the other codes? She's obviously not that trusting of a person (right???)
