Definitely penalizes lower income folks but more broadly, penalizes trans teens and adolescents in general. Even private hospitals receive federal funding. So even if your insurance will pay, you may not have a doctor or hospital that will be allowed to provide care.

It means that if your insurance is through the federal government you can’t access gender affirming care, but it also means that this care cannot be provided my hospitals or clinicians that receive any federal funding.
