A lot of them would show up if you had done certain content. Gaius only showed up if you finished the Werlyt quests. WAR mains got to see their Quest NPCs, Goldsmith & Culinarian Guild leaders were there, and the Quest NPCs for some of the DT crafter quests would show up too.

Glad to report that even though sometimes litter sticks to a stainless steel cat box, it will scrub off with soap and a brush easy enough.
