I disagree with the framing, the current system is pretty broken and if you have family members with serious mental health issues it's either force them into the streets or fight an endless battle with judges. How do you handle folks who can't help themselves? Abuse must be avoided of course

This a boondoggle at best that will continue to drain needed finances for basic services. The quality of life in the city continues to degrade as the hole in the emergency fund dwindles away.

Maybe it would be better spent to reform the LAPD which generates costly settlements from abuse by officers
