It is a lot of money and likely tens of billions (USD) at least that they're not getting back years.
Those that can do would end up charging more regardless (TSMC Arizona claims it cost less than 10% more per wafer, but they'll ultimately charge 30% more).

Worse still some of them would still require raw materials (like raw earth) which might have to be imported, unless they're willing to start digging into their (strategic) reserves (bad idea)
