5️⃣ News emerged that the US is working separately to condition bilateral global health assistance on access to pathogen data. Details and ramifications remain unclear, but the go-it-alone effort threatens to jeopardize an effective PABS annex.

4️⃣ Civil society and some Member States continued to call for greater #transparency, but countries declined to revisit engagement modalities & chose to stick to #IGWG1 rules. A disappointing outcome given an earlier commitment to explore observer access.

3️⃣ 🇲🇾 Malaysia noted that operational and feasible options have begun to emerge — but some elements remain politically challenging to negotiate. Significant work is still needed, particularly between sessions, with only two formal negotiations scheduled.

2️⃣ In closing remarks, the #AfricaGroup stressed that more work is needed for an enforceable #PABS system that truly operationalises #equity. They urged that all PABS material flow exclusively through the system, as any loophole would erode trust & #PandemicPPR.

1️⃣ #IGWG Member States wrapped up their review of the Bureau’s first draft #PABS text, offering feedback and text input on all three sections: objectives & terms, implementation, and governance. We expect informal talks to continue before a revised draft is available.
